మంత్రి అంటే రాజుకు సలహా ఇచ్చి పాలనలో సహాయపడే వ్యక్తి; ఇప్పుడు ప్రభుత్వంలో ఒక శాఖకు బాధ్యత వహించే వ్యక్తి.
