Atva sandhi (a-sandhi)
Atva sandhi occurs when a word ending in the vowel a is followed by a vowel. The final a of the first word drops and the following vowel joins the preceding consonant: rama + ayya = ramayya.
Definition
Atva sandhi is one of the Telugu sandhis. "Atvam" means the vowel a. When the first word ends in a and the second begins with a vowel, the final a of the first word drops, and the initial vowel of the second word joins the consonant that stood before that a.

Notes
How strict the rule is differs by book; some books call it "bahulam" (frequent but not universal) or "vikalpam" (optional) (subject to verification). Where sandhi does not take place, a "ya" is sometimes inserted instead (yadagama).
Forms such as ramayya and ramanna sound natural in everyday Telugu today, but the sandhi does not apply to every word.
